HFPC 2026: Coming in May 2026!

Housing First is more than just housing—it’s about ensuring people have the stability of a home and the supportive services they need to thrive.

  • Housing First is more than just a program—it’s a fundamental shift in how we invest in people and respond to homelessness. At its core, Housing First recognizes that every person has the right to a safe, stable home as the starting point for achieving their goals—not a reward for meeting certain conditions. Housing is not something to be earned; it is the essential foundation from which health, connection and well-being grow.

This approach is rooted in the belief that people experiencing homelessness are resourceful and capable, often navigating extreme adversity with limited support. By removing barriers to housing and trusting individuals to guide their own paths, Housing First affirms that everyone deserves the opportunity to thrive—on their own terms.

Housing First isn’t a one-size-fits-all model. It is a flexible, person-centered framework that tailors housing and services to meet each individual’s strengths, needs, and aspirations. For some, that may mean short-term support to quickly regain housing; for others, it may mean long-term rental assistance or permanent supportive housing with wraparound services. What remains constant is the commitment to offer housing first—not as an end goal—so that people can regain stability and access the care and services they choose, at their own pace, and connect with the community.

Housing First is an evidence-based approach that has transformed how communities address homelessness. It challenges outdated, ineffective methods that rely on fragmented services, temporary solutions, or rigid program rules that exclude those most in need. Instead, it builds systems where outreach, shelter, permanent housing, and supportive services work together seamlessly—ensuring that when someone needs housing, they get it, along with the support necessary to stay housed.

This approach is grounded in dignity, autonomy, and the understanding that people are more than their crisis or diagnosis. It acknowledges that homelessness itself is a trauma, and that healing cannot happen while people are struggling to survive without shelter. Housing First disrupts that cycle, by offering not just a roof, but the stability from which people can reconnect to their purpose, identity, and community.

Across the country, Housing First is helping communities rethink what’s possible. As more systems—from healthcare to behavioral health to criminal justice—recognize that housing is health, Housing First continues to drive real, lasting change. It is not just a housing strategy; it’s a commitment to human potential and a vision of a society where everyone has the foundation to flourish.
